The EU Packaging and Packaging Waste Regulation (PPWR) (EU 2025/40 ) introduces new requirements aimed at reducing packaging waste, increasing recycling and supporting a circular economy. The regulation applies to packaging across all sectors and will influence businesses throughout the value chain. At Moelven, we are committed to ensuring that the packaging used for our products meets evolving regulatory requirements while continuing to protect products during storage, handling, and transport. PPWR entered into force on 11 February 2025 and will generally apply across the EU from 12 August 2026. Some requirements will be introduced gradually over the following years, including harmonised labelling, recyclability performance criteria, minimum recycled-content requirements for certain packaging types, and additional circularity measures.
Depending on the packaging component and supply chain arrangement, Moelven may have different roles under PPWR. For packaging carrying the Moelven name or trademark, Moelven will typically act as a manufacturer and therefore has responsibilities under PPWR. For other packaging components supplied by third parties, Moelven will typically act as a distributor.
We are continuously working with packaging suppliers across our operations to collect, verify and maintain the information required to demonstrate compliance with applicable PPWR requirements. The information published on this page reflects the documentation currently available to Moelven and will be updated as additional information becomes available.
Moelven is committed to providing transparent and reliable packaging information. We are working with our packaging suppliers to obtain the information and documentation necessary to demonstrate compliance with applicable PPWR requirements. Where Moelven has obligations as a manufacturer under PPWR and the applicable requirements are in force, relevant Declarations of Conformity (DoC) will be made available upon request. Documentation is based on information supplied by our packaging partners and is continuously updated as requirements evolve.
Some of our customers produce packaging products based on the raw materials purchased from Moelven. Technical product documentation that may support these customers in preparing their own PPWR documentation can be found on our documentation website. See link below.
When requesting technical documentation, please specify the Moelven products concerned, as documentation requirements may vary depending on the product and intended use.
As PPWR requirements are implemented in phases and responsibilities vary between economic operators, information on applicable requirements, implementation timelines and regulatory responsibilities is available on the European Commission’s official PPWR website.
